About us

The Public Chairs’ Forum (PCF) exists to improve the efficiency and effectiveness of the delivery of public services in the United Kingdom. It is a member led, exclusive information sharing and networking resource for chairs of public bodies.

Through a programme of unique and carefully tailored seminars and events, the PCF facilitates an environment for Chairs to identify best practice and work together to improve the delivery of public services.

By drawing on the perspectives of its members, the PCF is able to provide information, advice and guidance to Government on the role of Arms Length Bodies (ALBs) in the delivery and reform of public services.

Roles and Responsibilities

The Public Chairs’ Forum (PCF) exists to improve the efficiency and effectiveness of the delivery of public services in the United Kingdom. It does this by:

•  Providing peer and expert support to the Chairs of public bodies, via an annual programme of meetings and seminars, on subjects of common interest, which are led by senior public figures and generate a challenging debate.

•  Drawing on the expertise, experience and varied perspectives of members (and where appropriate commissioning research and producing short papers) to share best practice and provide information, advice and guidance to Government on the role of public bodies in the delivery and reform of public services.

•  Membership is open to all Chairs of public bodies. Further details, including information on subscriptions, can be found on the membership page.

History

The Public Chairs’ Forum was first established in 2003. Initially a partnership with Leeds University Business School (LUBS), the PCF was endorsed by key figures in government who saw the value that such a network could offer. Following a review, a Management Committee was established and a Chair was appointed, which then led to a partnership being formed with the Institute for Government in April 2010.

The start of this partnership marked the appointment of the first full time PCF manager, responsible for the delivery of PCF business. Since this time, the PCF has continued to grow in size and influence and now does an increasing number of research projects to help and support its members, in addition to the wide ranging programme of seminars and events that it runs.

The PCF is valued by Government because it is committed to improving the efficiency and effectiveness of public services and offers help and support to a sector containing many different types of organisations with a wide range of remits.

Chris Banks

Christopher N. Banks CBE, Chair, Public Chairs’ Forum

Christopher N. Banks CBE is the Founder of Big Thoughts, the food and drinks business he set up to lead a management buy-out from The Coca-Cola Company early in 2001. Big Thoughts focuses on innovation in food and drink, particularly products which are seen as ‘better for you’.

Chris was previously Managing Director of Coca-Cola Great Britain and before that he was with Grand Met (now Diageo), Allied Domecq, HP Bulmer, Mars and ACNielsen. He is a former President of the British Soft Drinks Association.

Chris is Chair of Directgov, the organisation at the heart of transforming the delivery of public services.

Until very recently, Chris was Chairman of the Learning and Skills Council (LSC), the organisation responsible for Post-16 education and training in England, including public investment of £12.8 billion per annum. The LSC’s responsibilities transferred to successor organisations on 1 April 2010.

He is Deputy Pro-Chancellor of the University of Birmingham; and a member of the Commission for Women and Work.

Chris is Chair of the Public Chairs’ Forum (PCF), a network for Chairs of public bodies whose aim is to improve the efficiency and effectiveness of the delivery of public services in the United Kingdom.

Chris was for many years Deputy Chair of the National Employment Panel, advising Government on Welfare to Work reform, and was until recently a member of the Board of Improve Ltd, the Food and Drink Sector Skills Council.

Chris is a graduate of Birmingham University and has an MBA from Aston. He is a Fellow of the Chartered Management Institute; and a Member of the Marketing Society.

Chris was named Ernst & Young Entrepreneur of the Year in 2004 (Consumer Products, London), in recognition of the success of Big Thoughts and was made a CBE for services to young people and the unemployed in the 2003 Queen’s Birthday Honours.

Chris lives in Surrey with his wife Karen and their three teenage children.

He is passionately committed to helping all people, whatever their background or circumstances, to achieve their full potential.

Management Committee

Anne WattsAnne Watts CBE, Appointments Commission

joined the Appointments Commission as Chair in April 2007.  The Appointments Commission recruits and appoints chairs and non-executive directors across the Health Service and to Department of Health Advisory Bodies.  They also provide non-executive recruitment services for Foundation Trusts and boards of public bodies across central Government.
       
Anne is a leading figure in diversity, recruitment and workplace development issues, and has a strong track record across the private, public and voluntary sectors.  Alongside her role as Chair of the Commission, she also serves on a number of other boards including Greater London Enterprise, Opportunity Now and Race for Opportunity. Additionally, she is a trustee of Eve Appeal, Patron of the charity Thatu and Vice Patron of Working Families. She holds a ministerial appointment as a member of the School Teachers Review Body and is currently working with the Army on a review of equality, and London Councils on councillor expenses.  Anne has previously held executive roles within Business in the Community, HSBC and Natwest.

Peter HollandPeter Holland CBE, National Policing Improvement Agency
       
is Chairman of the NPIA board. He was, until 2007, the elected Vice Chairman of the Association of Police Authorities, leading on IT matters, and is now an honorary Vice President.

A journalist by profession, he was at Reuters for 23 years, starting out as a financial journalist and moving through varied roles, including Managing Director of Reuters Europe, Reuters Overseas Ltd and Chairman of Reuters Latin America/Africa and what is now Reuters Television.
       
He was also on the boards of both Centrex and the Police Information and Technology Organisation (PITO). In 1995 he was appointed independent member of Hertfordshire Police Authority, and in 1997 was elected Chairman until standing down in 2003. In 2001 he was appointed an independent council member of the Telecommunications Ombudsman Service (Otelo) and subsequently elected Chairman. He is now Chairman of the Ombudsman Service Limited (TOSL) which operates ombudsman services for telecommunications, energy and surveyors. In 2002 he was appointed Chairman of Herts in Trust, a charity working to support safer communities and lower crime rates in Hertfordshire; and in 2005 appointed to the Board of St John Ambulance Ltd and Chairman of its Audit Committee.
       
He was appointed a Deputy Lord Lieutenant of Hertfordshire in 2000 and awarded the CBE for services to policing in the New Years Honours 2005.

Karamjit Singh

Karamjit Singh CBE, Social Fund Commissioner

is the Judicial Appointments Ombudsman for Northern Ireland and is also a member of the Queens Counsel Selection Panel for England and Wales.
       
The early stages of his career covered academia, casework in the voluntary sector, local government and the Commission for Racial Equality.
       
During the past two decades his public appointments include considering complaints against the police; taking parole decisions; investigating suspected miscarriages of justice;  training of the judiciary; selection of senior civil servants; regulation of financial services; chairing an NHS mental health Trust; regulation of donations to political parties and performance standards in electoral administration; and membership of employment tribunals.
       
Previous voluntary interests have included being a Trustee of the Citizenship Foundation, the Lloyds TSB Foundation, the British Lung Foundation and organising free medical camps in India.
       
He was awarded the CBE in 1999 for services to the administration of justice.

Rob Douglass

Rob Douglas CBE, SEEDA / Space Agency
     
is a business consultant with wide experience in both the public and private sectors.
       
Prior to his consultancy, Rob was a senior executive with Royal Dutch Shell where he held a number of senior general management positions, including Area Co-ordinator, China and East Asia; Chief Executive, Shell Belgium; Chief Executive, Shell Italy; and Vice President for Mergers and Acquisitions in the Global Exploration and Development Business. Rob had initially joined Shell from the Inland Revenue and had held a number of senior tax posts, including Shell UK Tax Manager, and Head of International Taxation, based in the Hague.
       
Rob has combined his consultancy activities with a number of non-executive roles in both the public and private sectors. He was a Board member of the South East England Development Agency (SEEDA) from 2001 to 2007 and returned to the Agency as Chairman in November 2009. He is also a Board Member of the Higher Education Funding Council for England. He was Chair of the Surrey Learning and Skills Council from 2000 to 2007 and a member of the LSC South East Regional Council until 2010. From 2004 to 2010 he was on various advisory boards at BIS and its predecessor bodies, DTI and BERR.
       
Rob comes from Newcastle upon Tyne and was educated at Churchill College, Cambridge.

He is married to Hilary and they have two adult sons. He is a Fellow of the RSA and was made a CBE in the 2005 Birthday Honours. He is High Sheriff of the County of Surrey for 2010-11.

Judge King
Judge King Advisory Committee for Conscientious Objectors
     
is Chairman of the Advisory Committee on Conscientious Objectors. He is a Circuit Judge and has been a legal member of the Mental Health Review Tribunal since 2002.
       
King was educated at the Inns of Court School of Law and was called to the Bar by Gray’s Inn in 1970. He was appointed an Assistant Judge Advocate General in 1991, a Recorder of the Crown Court in 1992 and a Circuit Judge in 1995.

Amy Noonan

Amy Noonan,
PCF Manager

is responsible for managing all aspects of PCF business, including the PCF website, and works closely with the PCF Chair and Management Committee to engage new members, manage and write publications, and implement a successful programme of seminars and events. Amy previously worked as Policy Advisor to the Chair of the Learning and Skills Council and is based at the Institute for Government’s offices in Carlton Gardens.
